Neither. The government should define and refine the thesis that determines what can be discovered (Einstein).
The government, of any nation, is responsible for the multi-generational renewal of human ingenuity and capacity that contributes to the evolutionary strengthening of its citizens — the strength of human renewal resulting in the prolonging of humanity.
Wealth is a consequence, not the cause of human excellence. And a government involved in the assignment and distribution of wealth is a government that confounds consequence and cause promulgating grave depravity of reason (Nietzsche).
The real barometer of human success is not measured by a vile-maxim of wealth but is more accurately measured by how we as a species, with incredible intelligence, ingenuity, and foresight, are currently on a trajectory unable to even outlive a common fly. Not because we cannot, but because we waste our intelligence on gaining an advantage over others with artificial remunerations of merit, rather than to harvest and reward the sum of our collective social capacity for improving the human excellence that made us emerge as the most “developed” ape on the planet.
We must build new operating-systems for humanity (I have), compatible with nature’s rules, to keep the focus of government and other policy-makers on the causal rather than consequential wherewithal of humanity.
