Is Cutting Taxes During A Recession Contrary To The Concept Of A Free Market?

No, not necessarily. For no free-market can exist without its paradoxical rules. Just do not call it policy.

Except, of course, that the institutions which implement those rules must be subjugated to the same principles as the marketplace they govern. Which today is not how government works, and hence exactly this incompatibility, not the existence of rules, is the reason why our free-markets are not free at all.
